Andrij Sybiha: In 2025, Russia Was Prevented from Being Elected to Eight Governing and Working Bodies of International Organisations
Throughout 2025, Russia made every effort to regain its lost positions on the international stage, particularly in international organizations.
We are systematically countering these attempts. We are building coalitions and alliances that block these attempts. Where necessary, we conduct special “quiet” diplomatic work behind closed doors. We are hindering the aggressor’s attempts to regain its lost international influence.
Today, we can say that Moscow has not succeeded in regaining its lost positions. This is evidenced by the facts and the results of the elections.
This year alone, thanks to coordinated work and cooperation with partners, we managed to prevent the Russian Federation from being elected to eight governing and working bodies of international organizations:
- the Council of the International Civil Aviation Organisation (ICAO) for the period 2025-2028
- the Council of the Food and Agriculture Organisation of the United Nations (FAO) for the period 2025-2028
- the UN Committee Against Torture for the period 2026-2029
- the Permanent Forum on Indigenous Issues for the period 2026-2028
- the Bureau of the Intergovernmental Oceanographic Commission for the period 2025-2027
- the Administrative Council of the Universal Postal Union (UPU) for the period 2026-2029
- the Postal Operations Council of the Universal Postal Union (UPU) for the period 2026-2029
- the Commission on Narcotic Drugs for the period 2026-2029
Russia’s international isolation is important as a means of pressure. This is the ongoing work of Ukrainian diplomacy and an important task set for us by President Volodymyr Zelenskyy. The aggressor should have no illusions that it can regain its lost positions on the international arena.
Russia must remain an outcast and a toxic country. The Ministry of Foreign Affairs is working to ensure this.
